The Police & Crime Commissioner (PCC) approved the 2018/19 Treasury Management Strategy Statement. The Chartered Institute of Public Finance and Accountancy (CIPFA) has produced the Code of Practice on Treasury Management (the Code) which represents best practice in Treasury Management. 

The proposed Strategy was reviewed by the Joint Independent Audit Committee on 20 March 2018. Their comments have been noted and incorporated where appropriate.

The Police & Crime Commissioner has approved the following;

[a] the net revenue budget forecast as at 31 January 2018;

[b] the budget transfers (virements)

[c] the capital budget forecast as at 31 January 2018

in line with the Financial Regulations that require the Chief Finance Officer and Director of Finance provide regular reports of financial performance during the financial year and to seek approval for the transfer of resources between budget headings (virements) when they exceed the limits set out within Financial Regulations.

The Police & Crime Commissioner (PCC) has approved a decision to award a grant to Victim Support for 2018/19 to enable to continuation of restorative services Pan-Sussex which currently ceases on 31 March 2018.

The Ministry of Justice (MOJ) aspiration is for all areas to create a Restorative Justice service for all victims of crime at all stages of the Criminal Justice System (CJS). Sussex implemented a plan agreed by the Sussex Criminal Justice Board (SCJB) in 2014/15, a fundamental aspect of this is working with victims harmed by crime and relies on the services from Victim Support to ensure compliance with the victim code.

The Police & Crime Commissioner has approved an uplift of £20,061.72 is funded to Victim Support for 2017/18.

The demand for caseworkers have been working with is far higher than the projected demand the pilot was built upon.

The PCC has approved the Council Tax Precept and Revenue and Capital Budgets 2018/19.

On 19 January 2018 the Police and Crime Panel agreed the proposal of the Sussex Police and Crime Commissioner (the PCC) to issue a band D council tax precept for the Sussex area of £165.91.

There are statutory requirements for the PCC to calculate the budget requirements and formally issue a precept for the financial year.
A public consultation took place between 5th November 2017 to 5th January 2018 on a potential precept increase. A total of 4,559 responses were received across the above period and the percentage in favour of an increase was the highest to date. Full details can be found in the report.
